Can I changed Heaven's name if she was adopted on Nov. 6th 2019 and choose a new name?

For e-filing, you need to use the name that is currently on file with the social security administration.  If you did not register the name change there yet, use the old name for taxes this year, then submit a name change to social security, which will allow you to use her new name next year.
