Can I change allocation of State refund from 2019 estimated tax? Cannot find in software. Have NOT filed!

In the State menu, go into
" Other  Situations"
then under Other Forms
"Make Estimated Payments for Next Year"
__________________________
Skip thru most of the entries for calculating  4 payments, and eventually you get to a page

"Apply Overpayment"

That is where you change it to "Apply None"

..........at least that is where I changed it on my NC tax return
