If you are in Ohio, you may be subject to both city income tax and School District income tax. That might explain why the box 20 names are similar.
The fact that the box 18 numbers are the same supports this theory, particularly if the box 18 amount is the same as box 16.
Box 18 is the amount of income subject to local tax (usually the same as the amount subject to state tax) and box 19 is the amount of tax withheld for the box 20 city or school district.
