Can form 8949 as a PDF file be uploaded into Turbo Tax?

No.  You can transfer tax returns in PDF format, but only if they were created in TurboTax (or certain H&R Block sofwtare and TaxACT). Further the PDF needs to be your 1040, 1040A, or 1040EZ, not just one specific form, such as Form 8949.
