can both parents claim a child as a dependent if they are divorced and filing seperately

No.  Only one parent can claim the child as a dependent on their tax return as a qualifying child as long as these requirements are met. 

 

In the case of divorced parents, there is an option for the custodial parent to give up the dependency exemption by having a signed Form 8332 which the noncustodial parent submits when filing their tax return.
