Can anyone explain why my state tax gets withheld from me after I file? I don't want to file and they still take it from me.

TurboTax never knows about offsets to your refund.  If you owe back taxes or child support or some other debt in your state (like traffic violations)  the state can seize your refund.  If that happens, the state will send you a letter to explain.
