Can a person different from the tax payer cash the tax return paper checks?

No, that would be fraud. In theory, it could happen, but it would be a federal crime.

Thank you for your respond. I have another questions then. I filed my taxes online and chose the paper check option to get the return, because I don't live in the US anymore and I don't have an US bank account anymore either. So, I sent the paper checks to a family member address, and they already receive the checks. I was going to travel for another reason and cash the checks in the same trip. But now we the current situation, what are my options to cash those checks? I really appreciate your help.

Your family member should contact your bank and explain the situation.  The bank may have a process where you can authorize your family member to deposit the check into your account without you being there.
