Can a downpayment in 2022 for solar installation work performed in 2023 be claimed as credit? I am guessing not since it was "not in service" but welcome opinions.

No, not on a 2022 tax return since the solar system has not yet been placed in service.  If completed in 2023 then you can claim the credit on your 2023 tax return.
