Yes if there were local taxes withheld showing in box 19, then box 20 will need an entry. If you know the locality you paid taxes to enter it in box 20. If not, contact your employer to get the locality that you paid taxes to through withholding.
If there were no local taxes withheld showing in box 19 then delete the locality line from your TurboTax W2 entries.
