Box 19 on w2 says local withholding is 107.01 but box 18 says there are no local wages and turbotax wont let me file the w2

Your local wages are the same as your state wages.  Employers do not always enter the local wages on Form W-2.  To file your tax return enter the amount of your state wages in box 18 local wages.

Does that still apply even when my state does not have a state income tax?
