Hello
When box 16 is empty, should I use amount shown in box 1 or 2A?
Thanks.

Box 2a is the taxable amount that would be part of your state income.
When entering my states tax withheld, I get a message that :
"State income withheld must be smaller than your state distribution." What does that mean? I do not have a state distribution on my 1099R.
You should enter the full amount as the state distribution in box 16 when entering your Form 1099-R since you do have state withholding. Use the federal taxable amount for your state distribution amount. Sometimes the payers do not enter the amount on the form.
