on a w2. turbotax is saying 15 should have 2 parts but i only see new york in box 15 and no mention of an employer state id unless it's referring to the EIN...

Unless there is tax withheld in box 17 then all boxes 15017 must be blank.
Box 15 on what form?
If a 1099-R then unless there is an amount in box 14, leave ALL boxes 14-16 blank.

so weird but the free e-file version is not letting me submit unless i enter the state employer id in box 15. they do give me the option to file by mail. funny thing is i spoke to a rep and she told me to leave it blank too lol

The only reason would be if there was a dollar amount in box 17 - (state tax withheld). If no state tax withheld then ALL boxes 15 to 17 must be blank - not 0 (zero) - no state ID in box 15.
