Back in 2018 i start filling my taxes with turbo tax but because other issues i had with my financial institution not related to turbotax. can i still be able to use turbo tax for 2019?

Each tax year is a separate program.  You can file your tax return using TurboTax no matter if you have or have not filed with them before.

You can use any type of tax preparation software or tax preparation service to complete and file your 2019 tax return.  The choice is up to you.

Yes, you can use TurboTax to complete and file your 2019 tax return.  Who you used for the 2018 tax return is not relevant.
