AZ TT 2019 i didnt request this "waiver" how can i E-file this state? the penalty is $3

Arizona Form 290 is used to request penalty abatement. If you are certain that you don't need the form you can delete it. This is how to do that:
Click on Tax Tools near the bottom of the left side menu.
Select Tools.
Click on Delete a form.
Find the Form 290 under the Arizona Return on the list, click Delete to the right.
Confirm that you want to delete the form.
Click Continue and then Review.

I see no Tax Tools on my Mac OS version of TurboTax. Nor is form 290 in my list of forms included in Arizona state tax. Looks like a Turbo-tax software glitch?
