At wrap up to file (FREE) I get a message that I can't file electronically since I have some FED forms that will not allow me to file free. I have no refunds.

Some forms that report income (like 1099-B and K-1) are not supported in Free Edition. You can view what forms are supported in each product by going to https://turbotax.intuit.com/personal-taxes/online/deluxe.jsp and selecting Tax Forms.
