As soon as I get to the file tab and go through step number two the page brings me back to the page with all three steps listed. does anyone know how to fix this?

Maybe you are waiting for some forms.  Click Review to see if you are missing some forms needed in order to e-file. Also all errors must be corrected to move on and complete the FILE tab.
