Are we charged to enter a 1099-Misc on the free edition?

This comparison shows that reporting with IRS form 1099-MISC would not be permitted.  

 

You would have to upgrade to Deluxe or Premium TurboTax Online.

Doesn’t seem right to have to upgrade from the free edition   This is for a  stimulus check for the state of Minnesota. It only amounts to $520. I only have one 1099-misc

The income reported on the Form 1099-Misc requires the filing of a schedule 1 along with your form 1040. The extra schedule needed is why you can't file for free.
