Are the tax forms up to date for Schedule C?

I am as self-employed writer and need to make my final estimated tax payment by January 15.  Are the tax forms up to date for schedule C income (that 20 percent deduction that was in the tax reform package)?  I do not want to overpay (or underpay, for that matter)

No. They are not and will not be until after the IRS released the final versions of many forms needed not just for the SCH C, but for practically every other part of the program too. With the ongoing shutdown, there's no way to tell when that will be either.
