Are desktop (download) versions filing year specific? I have to file a couple of past (pre-2016) returns....do I need a separate download for each (eg. 2015 and 2014)?

Yes, you have to download a TurboTax version for each year. Click on these links to download previous year's tax returns:

 File past years' taxes for 2015 and File past years' taxes for 2014
