Just noticed this as a result of today's update, and spent an inconclusive hour with TurboTax support. Not clear if this is a programming issue or change in IRS reporting requirement (yes, I've researched without getting an answer):
Following that update, Form 1040 correctly reflects on line 22 that no premium tax credit needs be repaid. But, the TurboTax e-filing package now (starting today) excludes Form 8962 - which is (or was?) a required reconciliation form (it is present in my supporting forms, but not in the "All Official Forms Required For Filing" section). So presumably it is not sent to the IRS starting today, if e-filing.
TT support suggested deleting 1095-a (the input) and then seeing whether Form 8962 correctly generated. I did and it's not. So now my package, whether filing forms or in support forms view, completely lacks this 8962 form.
While any repayment calculation that this form generates is now "0" for 2020, does anybody know whether not submitting the form itself to the IRS will cause issues? Form 8962 was a critical reconciliation tool for the Advance Premium Tax Credit. Again, it all worked yesterday and Form 8962 was in the e-file package TurboTax generated at that point.
Edited to add: As of this evening, Healthcare.gov still says to "include your completed Form 8962 with your 2020 federal tax return."
And the final answer is: Yesterday, the IRS published IR-2021-84 which clarifies when Form 8962 is not required for 2020 returns (except in support of additional premium tax credit). So TT was correct in removing it from e-filing (again, unless an additional credit is being claimed). Stellar communication, from TurboTax as always (note sarcasm font).
