Apparently IRS Form 116 is not yet final. Turbotax says need to file by paper because Schedule B is not ready. When will these forms be finalized?

TT says I could file by paper but the printable version of 1116 has a watermark: "Do not file. Form not final."

1116 is ready. form B for FTC carryover is not.   it's unclear if TT will have the form this year
