An employer withheld income tax of more than 3.07%

This was a question on the State tax portion (Any Special W-2 Situations) . "Federal Income Tax Withheld" (Section 2 on W2) is about 18% of my total Income (Section 1) - Do I select Yes? They withheld way more that 3%, is that what this question is asking? Thank you!!!

They are asking if your employer withheld more than 3.07% in STATE taxes - not federal.

I agree that it is a little confusing, but the question refers to state income tax withheld, not federal
