Amended 2018, 2019 is already underway (but not filed). Is there a way to import changes from 2018 into 2019 without having to re-start 2019 from scratch? CD editions.

Sorry, but you would have to start a new return to have 2018 transfer to your 2019 return. The transfer of prior year information only happens when you first start your return.
