Am I suppose to mail my 1040 in with my tax payment since I filed electronically? I have to pay taxes this time. Usually I get a refund.

No, your return has already been received.  You mail your payment with a payment voucher (1040-V).

Or, pay Federal taxes owed on the IRS website

No you do not have to mail the Form 1040.

If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment.  For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

If you are paying the federal taxes owed by check then you only need to mail the Payment Voucher, Form 1040-V and your check to the address shown on the payment voucher.  Nothing else needs to be mailed.
