Am I responsible for issuing a 1099 with the Management company EIN number

Contractors were paid with each Owners Bank Accounts and EIN numbers.  If I am at a Management Company, Am I responsible for issuing a 1099 with the Management company EIN number instead of the owners EIN numbers?

Can you clarify (or confirm) this: Your firm is paying contractors directly from Owner's bank accounts?
