Am I able to input my bank information in Turbo Tax Deluxe so the IRS gets my bank details, if I am not getting a refund or making a payment in 2019.

If you are not receiving a federal tax refund or do not have federal taxes owed, then there is nowhere to enter your bank information since it is not needed on the federal tax return.

I did look into that, however it doesn't work for me,

The IRS site gives me a Payment Status Not Available message for days now.  I don't think they have my bank info because the last refund I received was for 2016.

I filed in 2018 (even if my earnings were below requirement for non-filers) because I had to include a Form 8938 for foreign financial assets to my 1040.  If I use the Non-Filer option with the IRS tool, it will file my 1040 for 2019 for me, which I do not want because I need to include a Form 8938.
