Am i able to download 2016 taxes to my iPad Pro? I ask this because it only gives options for PC and Mac.

No, you cannot. Turbo Tax Desktop software for PC or Mac can handle prior year returns. The Turbo Tax mobile app is based off Turbo Tax Online. Turbo Tax Online can only handle current year returns.
