Because I had PA taxes withheld on two minimum distributions from IRA's, PA requires that the 1099-R's be attached to the return. (PA does not tax IRA distributions, so they were not included in the return. Now, 12 weeks after I filed, I have a request to submit the 1099-R's How can I avoid this in the future? Since we are retired and do not have employment income, having the taxes withheld is a convenient way to withhold without sending PA a quarterly payment. Is there a way Turbotax can include these documents?
There is not a method to add the Form 1099-R to the state return so that it will be included if it was not included automatically.
The only possible solution would be to consider filing the PA return by mail so that you can attach the Form 1099-R yourself instead of waiting for a letter from the state requesting the documents.
