Account recovery denied

I submitted my id and got account recovery denied email in 5 seconds it keeps trying to send code to old number even when I can access the account and try to change it help

Support can not help recovery keeps auto denying and when i login to change it it keeps trying to send a code to the stolen phone so i guess we just stuck
