1099-R

I have 1099-R. The 16A is blank.  It has been blank every year and never been a problem until this year.  It says it can't be blank and that it shouldn't be less than the state tax withheld.  Suggestions?

Enter the taxable amount from Box 2a.

Do you have an amount in box 14 for state withholding?  If not leave boxes 14-16 Blank.  Or put in the same amount as box 1.

Yes, I do have withholdings.  I checked previous ones, always had withholdings in 14 but nothing in 16.

If there's State Withholdings in Box 14, there needs to be an entry in Box 15 (State ID) and Box 16 (State Distribution Amount), or there will be an error.

Thank you.  I've always just had info in 14 and 15.  This is the first year it has not let me move forward.  I inherited this IRA in 2015 and this is the first time I've hit a road block.
