1099 house call NP who works for a company providing medical service at patient's home.

I am 1099 freelancer who works for a company providing medical service at patient's home.  When I filed a tax using TurboTax last year, there was a section for home office use for my work. I do my schedule copying and I use my computer for charting when I come home. Is it OK to deduct my bill for electricity, Internet, and printer cartilage?

You may deduct the portion of those expenses that are related to work.  For instance, if you use the computer 50% of the time for work, you could claim 50% of the expenses related to the computer, such as printer cartridges, internet, etc.

If you have an area of your home that you use exclusively and regularly for business, you can allocate that portion of the electricity, mortgage interest, property taxes, etc. as expenses for business.  This would fall under the Home Office Use you referenced.  To arrive at the percentage, you take the total square footage of your home versus the square footage of the area used for business.  Turbotax will guide you through this process.
