Why turbotax says I am not eligible for partial child care credit when I spend $5800 in total and FSA covered $4500

Hi there. I am confused about this. I have one child, spent $5800 in child care, and have $4500 in FSA dependent care account. My understanding is that I still can claim partial child credit for the money not covered by FSA (5800-4500=1300). 

However, turbotax says I am not eligible for this credit. Could anyone clarify it or maybe I missed something.

How many children received child care?   Under the tax laws for 2022  (which changed from 2021) you can get $3000 per child or up to $6000 for childcare if you have more than one child in childcare.  And...the childcare credit is not refundable this year.  It can only reduce your tax owed.

Thanks! I have one child. Does the $4500 in FSA counted when calculating the $3000 cost per child
