Why doesn't my foreign tax get included on form 8960?

I have foreign tax paid of $93. It shows on Schedule 3 and on line 20 of 1040, but the line for foreign tax on the worksheet for form 8690 Net Investment Income Tax is blank. Why didn't it carry through?

Foreign Taxes don't play a role in reducing NIIT unless you itemize deductions, which is what section 9 in the 8960 worksheet addresses. Look in the instructions for Form 8960 regarding Line 9 and 10 and it's applications.
