Why does TT utilize previous (carryover) foreign tax credits (first), instead of using up the non-refundable portion of the child tax credit ($400 of the $2000)?

On my return, it appears that Turbotax automatically is using up foreign tax credits (from earlier years), instead of 'eating up' the non-refundable portion of the child tax credit ($400 for 2023). 

I am an expat filer and prefer to use up the child tax credits... and then dip into the carryover foreign tax credits (if needed). 

I cannot carry the non-refundable portion of the child tax credit forward, so it would be preferred to use this up, before utilizing my carryover foreign tax credits.
