Why do I need to wait for For 8283 noncash charitable contributions? Is there a $ amount that triggered this form? Will it delay filing?

The IRS' Form 8283 is required when the amount of a noncash contribution is greater than $500.

According to Who Must File in the Instructions for Form 8283:

You must file one or more Forms 8283 if the amount of your deduction for each noncash contribution is more than $500. You must also file Form 8283 if you have a group of similar items for which a total deduction of over $500 is claimed. For this purpose, “amount of your deduction” means your deduction before applying any income limits that could result in a carryover. Make any required reductions to fair market value (FMV) before you determine if you must file Form 8283. 

Form 8283 isn't yet available in TurboTax.  If the form is required to be filed with your return, you won't be able to file your return until it's available.  You can monitor TurboTax's Tax form availability app for the form's status.

TurboTax is now saying form 8283 will be available on 1/31/24. It will probably be the end of the day before it is available.
