Why can't I apply my adoption credit carryover from 2017 to 2020?

The adoption of my 16 year old son was completed in 2017 with total allowable expenses of about $12,500.  I did not take any of the tax credits until 2019 with a $3,700 credit, leaving me with $8,800 carryover to 2020. My tax liability for 2020 is about $20k on a gross income of about $165k.  Married filing jointly. Now Turbo tax tells me that I am not eligible to use the adoption tax credit in 2020 but can carry over until 2021.  Moreover, at the final review stage it tells me that I have to check "No" to the question "Is the adoption final?" and does not give me the option to correctly answer  "yes."  The only thing that I can think of is that the software is pulling inaccurate data from the 2019 return, but what data and how do I fix it?

Topic No. 607 Adoption Credit and Adoption Assistance| IRS indicates modified AGI as a reducer but that would not affect you.

 

See How to Claim the Adoption Credit. for more help. I agree that the 2019 must need to be tweaked for 2020.
