Why am I not given the option to enter my state car taxes?

Unfortunately, car taxes are an itemized deduction, which are not covered by TurboTax Free Edition. 

Unless you have significant other itemized deductions such as mortgage interest and property taxes, you are better to remain in the Free Edition and take the increased standard deduction ($12,000 for single filers and $24,000 for married filers.)
