Property taxes are an itemized deduction on Schedule A, line 5b. You can enter the amount as part of a form 1098 entry or by itself if you do not have a mortgage.
Both entries are made in the "Deductions & Credits" section. Scroll down to "Your Home" and use the dropdown list to find the applicable topic (Mortgage interest (form 1098) or Property (real estate) taxes).
