Where do i input that i have $0 foreign tax, even though i have foreign income?

I get interest income from a canadian bank account, which I report on schedule b.

Because of the tax treaty  I do not pay tax to canada for this.

Do I file a 1116? 

Where do i input this info?

There is not a place to input that there is no foreign tax, as far as I can tell.

#2. I have a foreign tax credit carryover from 2016. Where do I input this information? 

Further more Turbotax wants to know about a "simplified foreign tax credit limitation exclusion" I don't know what that is or if I took it.

#1: You don't need to input $0 foreign tax

#2: Here's what you do:

  1. Make sure you've entered all your foreign income.
  2. From within your return, search for "foreign tax credit" and select the Jump-to link in the search results.
  3. Click Continue and follow the instructions.
