the starting point is to enter the foreign tax info in that section of the 1099-DIV and INT. if the toyal is over $300 ($600 if married filing jointly) the next step is to complete the form 1116.
this requires one extra step on the 1099 and that is to link it to a column on the 1116. not sure what version of online you are using because the basic version doesn't provide for taking the FTC. you would have to upgrade to premier
