Form 8911 is not expected to be finalized until February 20, 2020. However, you can make the entries as follows:

  • From the Federal menu, choose Deductions & Credits
  • Expand the menu for Cars and Other Things You Own
  • Click Start/Revisit next to Energy-Efficient Vehicle Charging Station
  • Enter the information on the screens that follow

Form 8911 looks to be available.  I was able to open it on desktop.

Seems to be an error in the calculation though keeps calculating a $0 credit even though I meet the requirements and have paid enough taxes

One of the conditions to qualify for Energy Efficient Credit is that you owe taxes.  If your credit is bigger than what you owe in taxes the credit will only reduce your taxes to zero.

I know. That’s the point that the form is broken. Others are facing the same challenges as me on the forums with the same form.

Do you know when TurvboTax will actually update the form for 2018 credit?

Have you tried accessing this in the 2018 Turbo Tax program?  You will need to update that program again.  I know that the IRS just recently updated the credit so it can be retroactively claimed in your 2018 tax return.. To receive this credit, you will need to amend your 2018 return.

I'm trying to claim this credit for the 2018 tax year - my desktop version of Turbotax still has form 8891 with every line saying "reserved for future use". I checked for updates and there weren't any available. I'm running on a Mac.

The 2018 TurboTax software has not yet been updated to include the Tax Extenders - https://ttlc.intuit.com/community/tax-topics/help/2018-extenders-passed-under-taxpayer-certainty-and-disaster-tax-relief-act-of-2019/00/1197091
