When will the system be updated for Hurricane Harvey tax relief?

For your federal personal tax return, there are two Hurricane related tax relief forms that are pending IRS release:  Form 4684, Casualties and Thefts, and Form 8915, Qualified Hurricane Retirement Plan Distributions & Repayments.  Depending on your version of TurboTax, Form 4684 may be available now.  

Form 4684:  To qualify for the loss you must live in an officially declared disaster area.  If your net loss is greater than $500, you do not need to itemize and can instead increase your Standard Deduction by the loss.  

Form 8915B:  The print version of Form 8915B, Qualified Hurricane Retirement Plan Distributions & Repayments is available in TurboTax.  You will need to print and mail in your tax return as the IRS has not released the e-file version of the form.  The e-file version should be available from the IRS sometime in April.  However, the exact date is unknown at this time.
