When entering additional property taxes paid in 2020, and in the Additional Homes or Land spot, do they want appraised value or assessed value?

Neither.  The second box "Additional Homes and Land" is for the "Taxes Paid" on additional homes and/or land not recorded on the Form 1098. The first box is for the real estate taxes paid on your "Primary home" that were not recorded on the Form 1098.
