We have an HSA (money is sitting in the account) but we did not contribute to it this year. Will we still get a tax form for it? Is there still something to report?

No. You will not receive any tax forms to file with your 2019 tax return. However, you will need to answer questions pertaining to the account in Turbo Tax. You will just need to indicate that you neither made any contributions nor took any distributions.
