We are ineligible for the credit for other dependents because our 2 children over 17 earned over $4150 in income in 2018. How do we get the software to recognize this?

Though our two children over 17 do meet the dependent test on the federal return since they are full time students, they do not seem to meet the credit for other dependents test because they each earned over $4150 in 2018. We cannot figure out where to turn this off in the interview portion of the software nor can we correct the number in the form. How do we fix this?

In My Info you should say they are full-time students.  If they are full-time students under the age of 24 at the end of 2018 they are not subject to the income limit of $4150 to be your dependents.  You can claim them as dependents and get the $500 credit for other dependents, and you can claim the education credits.
