It seems to me that answering NO would mean "No, I did not inherit this HSA from a spouse.
This is a confusing way that TurboTax reminds you that if you inherited an HSA from your spouse, it's now an HSA owned by you, not an inherited IRA, and you must answer No when asked if it's an inherited IRA. Only answer Yes if you inherited the HSA from someone other than your spouse.

But what if you did not inherit the HSA from anyone?
Then how do you answer the question? The default answer is "no" already highlighted. But leaving it no you have to answer questions about this "inherited" HSA.
The question is "Did "You" inherit this HSA.
If it was your HSA to begin with you would answer NO.
If it was a spouses HSA you would also answer NO, Because you become the owner as if it was the original person.
If you answer NO the next question is Did Mark put money into an HSA in 2020?
If anyone else gave you the HSA as an inheritance the answer would be YES.
IF you answer YES the next question is Tell us about your inherited HSA
