Tax Year Prior to 2020: Can I deduct, as part of moving expenses, the cost of connecting utilities at my new home?

We qualify for the moving expense deduction. I see in the TurboTax instructions as well as in the IRS Pub 521:

 - You can deduct all costs of connecting or disconnecting utilities required because of the moving of household goods, appliances, or personal effects.

Is this deduction only allowed for the utility expenses incurred at your FORMER home, or does it include the expenses charged by the utility companies for connecting your utilities at your NEW home?

You can deduct the cost of both since you have to disconnect/connect them to move them.  However, you cannot deduct any security deposits paid to the utility companies.
