Our problem in a nutshell:
While doing our taxes, we answered the question about the relief payments we received, checking the "yes" box and verifying the amounts of each payment via our IRS letters (2021 Total Advance Child Tax Credit).
As expected, there was no amount automatically generated for line 30 (recovery rebate credit), because we received all we were qualified for.
However, shouldn't the total of the two payments we received automatically been placed on line 14f of Section I-B? It wasn't, and as a result the IRS has informed us that we now owe rather than getting a refund, as that line reflects "0".
You are confusing two different credits. The recovery rebate credit that goes on line 30 is for the $1400 per person stimulus checks that were sent out from mid-March onward. You should have received letter 6475 for those payments--if you filed a joint return you should have each received that letter.
If you entered the wrong amount for the 3rd EIP and had an amount on line 30 of your Form 1040 that means you tried (accidentally) to get the third stimulus again. The IRS took that away when they checked and saw that you already received it.
The letter for the advance child tax credit payment is letter 6419, and it will show how much was sent out to you for those payments between July and December. For children up to age 5 you would have received $300/month per child; for children 6 to 17 you would have received $250/month per child. You have to enter the total amount received for those payments and then the software will reconcile the amount you can still get for child tax credit and put it on line 28.
