Working on a return and entered data re purchase and installation of an electric vehicle charging station on my main home property for personal use in summer of 2023. TurboTax computed the credit re form 8911 at 30% of the cost, limited to $1,000. Seemed right until I heard that, for charging stations installed in 2023 and future years, the credit is only available if your property is located in certain census tracts (lower income tracts only) per instructions for F8911. My home is in an urban area and not a low income census tract. Is TurboTax aware of the new requirement? And, if so, how is it checking the taxpayers census tract to determine eligibility or not?
The IRS Form 8911 Alternative Fuel Vehicle Refueling Property Credit for tax year 2023 has not been finalized in the TurboTax program.

I don't think this is one of the credits handled on F5695, but rather it's handled on F8911. However, it appears that TurboTax hasn't gone final on F8911 either, so we'll see if the census tract issue is addressed at that time.
You are correct, it is reported on the IRS Form 8911. The form shows as being available on 01/24/2024. That date is probably off by one day. TurboTax updates the software on Thursdays so the date should read 01/25/2024.

Seems 1/24/2024 has passed and I still have an issue getting the credit. I have tax exposure but TT says I am not eligible to receive a tax credit. After filling out (by hand) form 8911 off the IRS website the form says I should get $236 out of $788 I spent installing the Tesla charging station. Is there still a bug with TT Premium 2023?
I just realized on Form 8911 line 17 TT entered a $ amount for Tentative Minimum Tax (TMT). I file married jointly. When I click on the source of line 17 it says it comes from Form 6251 line 9. Once I take my child credit and my $7500 for the Tesla I bought this year the difference between tax I am required to pay and TMT becomes negative cancelling my ability to claim the Alt refueling charging station credit. I still have some dividends and gains to add in (Feb 13th)
maybe this will change making the credit applicable (doubtful though).
The problem I was concerned about is turbotax seemed (and still seems) to allow the charging station credit even when someone is not eligible. Congress and/or the IRS added a new eligibility criterion for 2023; namely, for an individual who installed an EV charging station at their residence, one is NOT eligible for the credit unless the residence is in a non-urban area or certain low-income areas within an urban area. I don't know what your situation is, or whether or not you live in one of the eligible census tracts, but it doesn't seem like turbotax is checking that, so you might want to explore that issue yourself if the additional income you are expecting seems to allow you to take the credit.
I am in a non-urban area (checked the IRS Site) but my TT Software says the credit is Zero,. I spent 3346 on a wall charger + installation in July 2023. I live in zip 18344

This census tract in Monroe County, Pennsylvania (Census tract ID = [phone number removed]) is eligible through 2030 because it meets the definition of “not an urban area” according to Treasury/IRS guidance based on 2020 Census definitions of urban area using 2020 census tract boundaries (or “2020 non-urban census tract”).
You seem to have determined that your census tract is an eligible census tract for the EV charging station credit. But perhaps TurboTax is still struggling with this. The IRS did issue a notice recently (n2024-20) which addresses this ( https://www.irs.gov/pub/irs-drop/n-24-20.pdf ), and perhaps that is what you used. It provides links, on pages 13 -14 of the pdf, to sites where one can find the census tract number for a particular address and sites with IRS currently approved lists of eligible census tracts for the credit. Maybe TurboTax can use these lookup tools to fully implement F8911.
Thank you Muktax. I believe my demise was due to the mininum tax requirement on 8911 which disqualified me for the credit.
I wouldn't consider it a bug. I don't think it's reasonable to expect TurboTax to figure out what census tract your charger is in, or determine whether your census tract meets the requirements. It tells you what the requirements are. You have to determine whether your installation meets them.
The first page of the interview for Energy-Efficient Vehicle Charging Station says "New for 2023, property must be located in an eligible census tract." The "Learn more" link on that line brings up a help window that describes the census tract requirements. The next screen of the interview, where you enter the cost, has a link that says "Read these important credit qualifications" and opens the same help text. See the screen shots below.

As of 2/8/2024 it appears there are bugs/errors associated with calculating the EV Charging Station credit. I am clearly eligible being within an eligible census tract, but today's TT update wiped out my credit and will not recalculate it even when deleting, closing TT, and then reopening TT and reentering the credit. The 8911 form supposedly was available the end of Jan 2024. Intuit has made it impossible to report a possible bug. Is anyone else still having this problem? Thanks.
I posted about having problems on 2/8/2024 zeroing my credit even though eligible with tax exposure; just want to confirm that I am using TT Premium for Windows as well. There clearly is a problem but TT makes it impossible to contact them to report a bug.
Just go to the IRS website and search for Form 8911. The instructions for the form has links to all of the websites you need to see if you qualify for the credit. If you don't qualify, just delete that deduction in "Cars and Other Things You Own". If you do qualify, you will have to wait for TurboTax to update 8911 in order to get your deduction, otherwise TurboTax will not let you file. The deduction basically applies only to low income and rural areas.
Thanks, as I indicated already, I have read everything and looked it up. I qualify. I need my refund so guess I will have to file via paper the old fashioned way despite paying for turbotax. I am not waiting weeks to months for turbotax to get around to updating the form. Twice in the past on other issues with turbotax this has happened, with one time they didn't get the form out until after tax filing deadline. Not impressed with the product, next year it appears I will have to look elsewhere.

The following information is the text for an error message generated by TurboTax when an input has been made for Form 8911:
The IRS made updates to Form 8911 Alternative Fuel Vehicle Refueling Property Credit. TurboTax is planning to make updates around this by 02/21/2024. Please check back then to be sure you are eligible to receive this credit.
The error condition is to insure that you do not file the tax return before the updates are made in the program.
So sorry to hear you are also having a problem with the EV charging station credit, but IMO it appears impossible to get help from turbotax. There seems to be nowhere to report a bug or problem with a form not working properly or not being updated properly. I have encountered this before and it is extremely irritating.
Despite two previous promised deadlines of updated 8911 form availability passing, it appears turbotax probably still has not updated the form so taxes can be filed through turbotax if you need to claim the credit since again trying to update earlier today and reprocess I also get $0 credit and I know I am eligible. All I can suggest is if you know for certain you are eligible, filing the "old fashioned paper mail" way using the IRS website forms, or filing now through turbotax w/o the credit and trying to do an amended return through turbotax later. (Note you may have to delay filing an amended return until your original return is processed; I have had to do this before due to problems with lack of timely updating by turbotax before and it is a hassle which unfortunately is likely unavoidable for those of us who do not want to wait weeks to months for our refunds.) Or of course it is an option to continue to wait for turbotax to get around to updating the form but who knows when that will be.
IMO best to carefully review the new additional eligibility requirements regarding geographic location; others have posted the link for that determination in this topic thread and the IRS website also contains a link to the census mapping system used fpo determining eligibility of the credit based on location under the Form 8911 section. Even if turbotax updates the forms, it is unknown if they will be updating software to automatically calculate eligibility based on installation location so IMO best to determine this yourself.

Sorry but IMO turbotax has no credibility whatsoever as two promised deadlines for having the form ready have already passed and in my case I have delayed filing because of this already by nearly 3 weeks. I really don't trust turbotax to not keep putting off updating the form well past this third promised deadline.
I e-filed my taxes because the Windows app two weeks ago did not warn me whatsoever about a bug (it did "give" me the $600). However, the return was rejected because of the Turbotax error in the form. Since then, I have been waiting for an update from Turbotax, which is promised by today.
TurboTax seems to extend this date each time it comes due (at least 4 times already by about a week each time). It now says 2/28/2024 for when update should be available. This is very frustrating as I cannot file for my return only because TurboTax has not updated - this is not an IRS issue as the law is not changing. This is my 8th year in a row using TurboTax, but the first time it has been this frustrating. I'm getting close to just asking for a refund and filing via someone else.
