Only foreign taxes paid on dividends in vanguard account are appearing when do the FTC section. But, i need to report other foreign taxes paid on dividends! How to do ?

My vanguard brokerage 1099-DIV shows that I paid foreign taxes. This 1099-DIV was imported directly into Turbo-tax. I also had foreign dividends earned  from another brokerage, which i had to enter in the 1099-DIV details manually into Turbo-tax.

When i'm in the foreign tax credit section (1116) of Turbo-tax, it only shows the foreign taxes paid with vanguard (the one I imported)... where am I able to enter that there were also foreign taxes paid with my other brokerage (the one I entered the 1099-DIV details manually)?

When you are in TurboTax on the screen where you are manually entering your dividends, there is a box below Box 1b Qualified Dividends, that you need to check (My form has info in more than just these boxes).  After you check that box, enter your foreign tax paid in Box 7.

When I manually enter foreign taxes paid from multiple 1099 Div forms I see no deduction on schedule A.  Any suggestions or am I looking at something incorrectly.

You cannot claim a foreign tax deduction on Schedule A in the same year you are claim foreign tax credit.  When you manually enter the dividend information, the foreign tax should transfer to the Form 1116 for passive income.
